That Rule 6.28 (B) Tier 1 – Liam MacCarthy Cup – Official Guide Part 1 – (pages 99-102) be amended as follows:

 

(A)       In Stage (i) Provincial Championships (b)Leinster
Delete NOTE that came into effect on January 1st 2017 i.e.
“The Christy Ring Cup winners shall qualify for the Leinster Quarter-Finals in the current year of winning the Christy Ring Cup”.

 

 

(B)       In Stage (ii) All-Ireland Qualifier Series amend the NOTE that came into effect on January 1st 2017 as follows:

” Preliminary Round
The current year’s winners of the Christy Ring Cup shall qualify to play a team defeated in a Leinster Quarter-Final. The latter team shall, where feasible, be one of the two teams that qualified for the Leinster Quarter-Finals through the Leinster Qualifier Group. If, however, both of these teams advance to the Leinster Semi-Finals, the replacement shall be a team defeated by them in the Quarter-Finals. If necessary, the team to compete in this Preliminary Round shall be decided on a draw basis.

Round 1
This Round shall be comprised of eight teams and two Groups shall be formed as follows:

Group 1-The two teams defeated in the Leinster Semi-Finals and the two teams defeated in the Leinster Quarter-Finals that did not participate in the Preliminary Qualifier Round.

Group 2-The three teams defeated in the Munster Semi-Finals and Quarter-Final and the Winners of the Preliminary Qualifier Round.

The teams shall play on a knock-out basis.
A Draw for four pairings of Group 1 v Group 2 Teams, with avoidance of a Repeat Pairing, shall be made.
Venues shall be on a Home or Away basis and shall be determined by a Draw.
The four Winners shall progress to Round 2.

 

(C)       Under Promotion and Relegation, amend the second paragraph of the NOTE that came into effect on January 1st 2017 as follows:
The Christy Ring Cup winners shall participate in the All-Ireland Qualifier Series in the current Championship Year as outlined above and shall be promoted to the Provincial Qualifier Group for the following year.”

IN ACCORDANCE WITH RULE 3.40 (a) (iv) (3)

That Rule 6.28 (A) –  Governing the All-Ireland Senior Football Championship – Official Guide Part 1 – (pages 96-99) be temporarily set aside in 2018, 2019 and 2020 to allow the following format be the subject of experimentation in the Championships in 2018, 2019 and 2020:

 

(A) All-Ireland Senior Football Championship

 

  • Provincial Championships

 

These Championships shall be played on a Knock Out Format.  Group or ‘Round Robin’ Formats may not be used. The winners of the Provincial Championships shall qualify for the All-Ireland Championship Quarter-Finals Group Stage.

 

(ii)        All-Ireland Qualifier Series

 

Round I -This Round shall include all the Counties that do not qualify for Provincial Semi-Finals.

 

A Preliminary Game(s) if required and which may be on an arranged basis, shall be played to reduce the number of teams to sixteen. An open draw shall then be made to determine the eight pairings.

 

Round 2 -Each of the eight teams defeated in the Provincial Semi-Finals shall play against one of the eight winners from Round l.  A Draw shall be made to determine the eight pairings.

 

Round 3 -This Round shall involve the eight winners of Round 2. Subject to the avoidance of Repeat Pairings where feasible, a Draw shall be made to determine the four pairings.

 

Round 4 -Each of the four defeated Provincial Finalists shall play against one of the four winners from Round 3. Subject to the avoidance of Repeat Pairings where feasible, a Draw shall be made to determine the four pairings.

 

 (iii) All-Ireland Quarter-Final Group Stage

 

The All Ireland Quarter-Final Group Stage shall be on a League basis of two Groups of four teams, with each team in a Group playing the other teams once.

The Groupings in year 1 (2018) shall be as follows:

Team 1 v Team 2 (venue: Croke Park)

 

Team 3 v Team 4 (venue: Croke Park)

 

Phase 2

Team 1 v Team 3 or 4 (venue: Home advantage for Team 3 or 4)

 

Team 2 v Team 3 or 4 (venue: Home advantage for Team 3 or 4)

 

Phase 3

Team 1 v Team 3 or 4 (venue: Home advantage for Team 1)

 

Team 2 v Team 3 or 4 (venue: Home advantage for Team 2)

 

The Central Competitions Committee shall make the Draws for Phases 2 and 3.

 

Note:

Home Venues shall be subject to approval by the Central Competitions Control Committee (CCC) and shall meet the criteria set down by the National Facilities/Health and Safety Committee.


Tie-breakers:

In the event of teams finishing on equal points in a Quarter-Final Group, the tie shall be decided by the following means and in the order specified:

 

  • Where two Teams only are involved – the outcome of the meeting of the two

Teams in the Group

  • Score difference – subtracting the total Scores against from the Scores for.
  • Highest Total Score For
  • Highest Total Goals For
  • A Play-Off

 

(iv)       All-Ireland Semi-Finals

           

            In the All-Ireland Semi-Finals –

            The Group 1 Quarter-Final winner shall play the Group 2 Quarter-Final Runner-up.

            The Group 2 Quarter-Final winner shall play the Group 1 Quarter-Final Runner-up

 

(v)        All-Ireland Final.

 

Other matters related to the All-Ireland Qualifier Series

 

(1)        Scheduling

 

Qualifier Games shall be played on Saturdays/Sundays as deemed appropriate by the Central Competitions Control Committee, but the Schedule of Games shall avoid conflict with the Provincial Championships schedules (including Replays), and shall also allow sufficient dates for Club Championship fixtures. Consideration shall be given to the dual involvement of Counties in both Hurling and Football, and, where feasible, avoid the same weekend.

 

Provincial Runners-Up shall be allowed, where feasible, a thirteen-day gap between their Provincial Final and their participation in the All-Ireland Qualifier Series.

 

All Games in each Round of the All-Ireland Qualifier Series shall be played over not more than two consecutive weekends, save in exceptional circumstances.

 

(2)        Venues

 

Home Venues shall be used in Rounds 1, 2 and 3 of the All-Ireland Qualifier Series, with the first Team drawn having Home Advantage.

 

 

 

 

 

Exception:

 

A Division 3 or 4 team drawn against a Division 1 or 2 team in the current

year’s National Football League shall have Home Advantage

 

Venues for Round 4 shall be determined by the Central Competitions Control Committee.

That Rule 6.31 – All Ireland Finals – Official Guide Part 1 (page 110) be temporarily set aside in 2018, 2019 and 2020 and amended to read:

 

“The All-Ireland Senior Finals shall be played in Croke Park.

 

The Finals shall be played on or before the last Sunday in August on dates determined by the Central Council.  In exceptional circumstances, the Central Council may make other arrangements”.

That Rule 3.5, Rules of Specification – Time – Official Guide Part 2 (pages 12-13) be temporarily set aside in 2018, 2019 and 2020 and amended to read:

 

Unless the Management committee of Central Council otherwise permits on an application by a Competition Control Committee, extra time shall be obligatory in the event of a draw in the following Competitions:

 

  • Inter-County All-Ireland and Provincial Senior Championship Games with the             exceptions of –

 

  • All-Ireland Finals (Sam Maguire and Liam MacCarthy Cups only) and the Provincial Finals, in which Replays shall apply,

and

  • ‘Round Robin’ Group Games, in which the provision as in Rule 6.21(4)(a) shall apply (i.e. one ‘table point’ credited to each team).

 

(B) Other Competitions:

 

– Inter-County Under 21/Under 20 Championships;

– Inter-County Minor Championships; includes Finals

– Inter-County Intermediate Championship;

– Inter-County Junior Championship;

– Knock-out Stages of the National Leagues;

That the following sections of Rule 1.17 Playing Gear and Equipment – Official Guide

Part 1 – (page 10) be amended to read as follows:

 

(a)        All jerseys, shorts, stockings, tracksuits (tops and bottoms) and kitbags, worn and/or used for official matches, in pre-match or post-match television or video interviews, player walk-ups and photographs, shall be of Irish manufacture.  This requirement shall also apply to replica playing gear.

 

(b)        The Association’s corporate logo shall be displayed on all jerseys worn by players during official matches, in pre-match and post-match television or video interviews, player walk-ups and photographs.

(c)        A sponsor’s brand name(s), distinctive marks or logo shall not be displayed on jerseys, tracksuits and kitbags unless in accordance with an officially approved sponsorship agreement. A sponsor’s brand name(s), distinctive marks or logo shall not be displayed on shorts or on the body of a player.

Only a County sponsor’s brand name(s), distinctive marks or logo shall be displayed on the jersey and replica jersey as per specifications approved by Central Council and in accordance with sub clause (e).

(f)        The total area of the sponsor’s brand name(s), distinctive marks or logo on jerseys shall not exceed an area of 350 square centimetres. That area shall be calculated by measuring the total area, including background highlighting, covered from one extremity to the other. The calculation of the size does not refer to the area covered by individual letters of a name or distinctive marks or logo but to the total area. Additional branding on other area(s) of jerseys and replica jerseys shall be allowed as per specifications approved by Central Council.

the Senior Inter-County Team Panels. This Sub-Committee must meet at least twice         each year and otherwise as required. The Sub-Committee shall discharge its        functions in the context of the Charter for County Committee/Player Relationships       (Player’s/Manager’s   Charter) approved by Central Council from time to time.           Membership of this Sub Committee shall be detailed in the completed said Charter,        which shall be submitted to the Central Council by January 31st each year.

That Rule 4.17 – Player Injury Scheme – Official Guide Part 1 – (page 66) be amended to read as follows:

“Central Council may make arrangements for the provision of a Players Injury Fund for registered playing members of affiliated units of the Association. The Fund shall be administered in accordance with the terms and conditions of the Fund as may be determined from time to time.

 

A team shall not be permitted to participate in any competition or game whatsoever under the jurisdiction of the Association unless they are in compliance of the terms and conditions of the Injury Fund. 

 

Failure to fulfil a fixture as a result of such non-compliance shall result in the forfeiture of the game.

 

Any member or unit of the Association found, following investigation by Central Council, to have made, or assisted in the making of a fraudulent claim under the fund shall be deemed to have discredited the Association and shall be liable to penalties set out in Rule 7.2(e)”

That Riail 6.28 – Intercounty Championships – Official Guide Part 1 – (pages 96-99) be amended to read as follows:

 

6.28: Organisation

 

The Championships shall be organised as follows:

 

(A)     All-Ireland senior Football Championship

 

(i)      Provincial Championships: These Championships shall be played on a Knock Out                                    Format. A ‘Round Robin’ Format may not be used. The winners of the Provincial                             Championships shall qualify for separate All-Ireland Championship Quarter-Finals.

 

(ii)     All Ireland Qualifier Series

 

          Round 1 – This round will consist of a group stage contested by the sixteen counties that do         not qualify for the provincial semi-finals.  The group stage will be organised on a league     basis with four groups of four with each team playing the other      three teams once with the toptwo teams from each group qualifying for round two 

          of the qualifiers. A draw shall be made to decide groups

 

          Round 2 – Each of the   eight teams defeated in the provincial semi-finals shall play        against one of the eight teams who qualify from round one.         An open draw shall be made to determine the eight pairings

 

          Round 3 – This round shall involve the eight winners from Round 2.  Subject to the           avoidance of repeat pairings where feasible a draw shall be made to determine the four            pairings

 

          Round 4 – Each of the four defeated provincial finalists shall           play against one of the four winners of round 3.  Subject to the avoidance of repeat

pairings where feasible a draw shall be made to determine the four pairings.

 

(iii)    All Ireland Quarter Finals

Each of the four winners of the provincial championships shall play against one of

the four winners from round 4. Subject to the respective   provincial champions not meeting           the defeated finalists from their own province in this round and to the avoidance of

repeat pairings where possible A draw shall be made to determine the four pairings.

 

(iv)    All-Ireland Semi-Finals  

A Provincial Rota system initially determined by Central Council, shall apply. If a Provincial

Championship winning team is defeated in its Quarter-Final, the team that defeats it shall          take its place in the Semi-Final.

 

(v)     All-Ireland Final.

 

Other matters related to the All-Ireland Qualifier series

(1)     Scheduling –  Qualifier Games shall be played on Saturdays/Sundays as deemed appropriate       by the Central Competitions Control Committee, but the Schedule of Games shall avoid            conflict with the Provincial Championships schedules (including Replays), and shall also         allow sufficient dates for Club Championship fixtures. Consideration shall be given to the             dual involvement of Counties in both Hurling and Football, and, where feasible, avoid the    same weekend.   Provincial Runners-Up shall be allowed, where feasible, a thirteen-day gap           between their Provincial Final and their participation in the All-Ireland Qualifier Series.

 

          All Games in Round 1 of All-Ireland Qualifier Series shall be played over not more than three consecutive weekends, with the final round of games to be played no later than the            third weekend in June save in exceptional circumstances. All games in the rounds 2, 3 & 4        shall be played over not more than one weekend per round save in exceptional    circumstances.

 

(2)     Venues – Home Venues shall be used in Rounds 1 of the All-Ireland Qualifier Series with all         teams in each group guaranteed at least one home game and the two teams with the lowest National Football League position in each group getting two home games. Home       venues shall be used in Round 2 and 3 of the All-Ireland Qualifiers with the first team drawn      having home advantage.

 

Exceptions

 

  • Where two teams who have already met in a provincial championship of the current year are drawn to meet in rounds 2 or 3 the winner of the provincial championship game shall    have home advantage.

 

The above arrangements shall be conditional on Home Grounds being deemed to meet the        criteria set down by the National Health and Safety Committee and the Central      Competitions Control Committee.   Venues in Round 4 shall be determined by the Central             Competitions Control Committee. All-Ireland Quarter-Finals scheduling save for replays and         exceptional circumstances provided for in Rule 6.29(a), all games in the All-Ireland         Quarter-finals shall be played over not more than two consecutive weekends and shall be           completed by the second weekend in August.”

 

 

 

(B)

That Riail 6.29 – Provincial Championships – Official Guide 2016 – (page 109) to be amended to read as follows:

 

(a)     Senior Provincial Championships in the Provinces that have to send forward Teams to      compete in the All-Ireland Championships shall begin no later than the third weekend in      May and shall be decided during that month, June and July, unless deviation is allowed by the Central Council on the recommendation of the Central Competitions Control           Committee.

 

Minor Provincial Championships shall commence not earlier than the second week of April         and not later than May 1st, and shall be decided during the months of April, May, June (as             authorised by Central Council, based on Second Level Schools’ examination dates) and July.           In exceptional circumstances, Provincial Senior and Minor Finals may, by the sanction of the   Central Competitions Control Committee, be played on the first Sunday in August.  The    Provincial Under 21 Football Championships shall be played in conjunction with the period          of the National Football League.   Provinces shall send forward Teams to compete in All             Ireland Championships on the dates required by the Central Council.

 

(b)     A County failing to fulfil a Championship fixture shall be disqualified, and suspended for 48         weeks from date of default.

 

(c)     A Province which has not completed its Championship shall, when required, nominate a team to compete in the All-Ireland Championship. Failure to do so shall involve     disqualification of the Province from the competition.

The All-Ireland Minor ‘B’ and ‘C’ Hurling Championships shall be organised on the basis of Recommendations of the Central Competitions Control Committee, as approved by Central Council.

Rule 6.28 (G) All-Ireland Intermediate Hurling Championship

The Championship shall be organised initially on a Provincial basis i.e. Munster and Leinster.  Galway shall participate in Leinster, and the Provincial Winners qualifying for the All-Ireland Final.

The Championship shall be confined to Counties that are Senior Tier 1.

 

Rule 6.28 (H) Other All-Ireland Football Championships

The All-Ireland Junior Football Championship and the All-Ireland Under 21 Football Championship shall be organised initially on a Provincial basis with the winners, going forward to the All-Ireland Series. Other formalities regarding submission of appeal (e.g. provision of duplicate copy, fee) outlined in Rule 7.11 (f) to (i), are not applicable in this case.

 

All other relevant sections of Rule 7.11 shall apply. An appeal may only be upheld on the basis of the provisions outlined in Rule 7.11(o).

 

A County Committee may, in its Bye-Law, allow for a Player to be re-graded by more than one level during a Championship Year, provided that:

 

(1)        He has not played in a higher Championship Grade in that Championship Year

or;

(2)        He has only played in one championship game and

 

(3)        He is not regraded by more than one level on a single application i.e. from his existing Championship status to the next lower Championship Level of his Club.

A Player who joins, by transfer, a Club whose highest status is lower that the Player’s current Championship status, shall be automatically regraded to that Club’s highest Championship status.
